Official Guidelines The Linda S. Carter Award for Excellence in Government was established by NACRC in 2000 and named for a vibrant and energetic member who was serving as NACRC’s 2nd Vice-President at the time of her death on August 28, 2000. The passion with which Carter served Millard County, UT, as their Recorder-Surveyor carried over to her involvements in her state association and NACRC. People like Linda provide the strength of our organization; this award recognizes that type of service.
The Linda S. Carter Award for Excellence in Government was presented to Martin County, Minn. Recorder, Kay Wrucke, at the Annual Conference of the National Association of County Recorders, Election Officials and Clerks (NACRC) on July 25 in Nashville, Tenn. The Linda S. Carter Award for Excellence in Government was established by NACRC in 2000 and named for a vibrant and energetic member who was serving as NACRC’s 2nd Vice-President at the time of her death on August 28, 2000. People like Carter provide the strength of the organization; this award recognizes that type of service. Wrucke is currently the President of NACRC and has been an active member and officer of the board for many years. She was past president of her state recorder’s association and her state association of county officers. She is dedicated to her community and is active in many local community projects, groups and boards. A current NACRC board member, Wrucke has been active on many committees and was essential in developing the content for this conference in Nashville. She has worked for her county office since 1986 and was elected County Recorder in 1995. She has been instrumental in implementing many technological programs in her county and state and has kept counties engaged in the programs, which is no easy task. Says NACRC Past President and St. Louis County, Minn., Recorder, Mark Monacelli, “Kay is an effective and valued leader in Minnesota and nationally. She leads by example, believes strongly in working together and is tireless in her efforts to bring the industry to a better place. She is visionary and willing to take on the challenge of creating new business models and ventures that have a positive impact for all county recorders and taxpayers.
