Official Guidelines

The Linda S. Carter Award for Excellence in Government was established by NACRC in 2000 and named for a vibrant and energetic member who was serving as NACRC’s 2nd Vice-President at the time of her death on August 28, 2000.

The passion with which Carter served Millard County, UT, as their Recorder-Surveyor carried over to her involvements in her state association and NACRC. People like Linda provide the strength of our organization; this award recognizes that type of service.

  • The boards of commissioners or supervisors, state associations, individual recorder, election official or clerk making the nomination must be a current member in good standing of the National Association of County Recorders, Election Officials and Clerks.

  • The nominee must have maintained membership in the National Association of County Recorders, Election Officials and Clerks for the past five years.

  • The nominee must have exemplified leadership, provided excellence in his/her office and be of the highest integrity.

  • During the last five years, the nominee must have been active in attending the Legislative and Annual Conferences, as well as the Spring Education Conferences and/or the Fall Board Meetings.

  • The nominee must have held a leadership role in the National Association of County Recorders, Election Officials and Clerks by having served as a chair or co-chair of a committee, as well as on the Board of Directors.

  • Support documents which illustrate the reasons the nominated individual should receive the award should accompany the official nomination form.

  • All nominations must be received in the NACRC Executive Director’s Office(Executive Director, NACRC, 2501 Aerial Center Parkway Suite 103, Morrisville, NC 27560; fax = 919.459.2075; email = info@nacrc.org) by the indicated deadline. Nominations arriving after that deadline will not be considered in the selection process.

  • The current president of the Association will appoint a committee, to include a chair and two members, to review the nominations. The members of the selection committee and the nominees will remain anonymous.

  • After the deadline for submitting nominations, the NACRC Executive Director will forward all materials to the members of the selection committee.

  • The selection committee may at any time during the selection process, contact the nominator for additional information or supporting materials.

  • After the committee has selected the recipient, the chair of the selection committee will report to the executive director who the winner is so that the award plaque can be ordered.

  • The Linda S. Carter Award for Excellence in Government will be presented each year at the Installation and Awards Banquet during the Annual Conference.

  • These guidelines will be reviewed each year by the Awards Committee for any changes or additions that might need to be made.


    This year’s winner of the Linda S. Carter Award for Excellence in Government exemplifies exactly the kind of person whom this award was established to acknowledge and recognize: an individual who has demonstrated excellence in her own office; an individual who has held a leadership role in NACRC; an individual who has been willing to share her knowledge and passion for elections.

    This person has provided 32 years of public service and dedication to her office and its success and improvement. She has brought innovation and expanded service to her county. She runs an office that is customer-friendly and cooperative with the public and is dedicated to providing outstanding service and management.

    This person has been an active member and board member of NACRC for several years. She has shared her expertise and knowledge of current election issues with the association and has helped to schedule the appropriate people to address hot topics regarding election issues for NACRC conferences. She has assured that members and attendees’ current issues and concerns would be addressed and that the association would seek out solutions on a national scale.

    This person exhibits true leadership and is dedicated to NACRC, her office and her community.

    It is with great honor that we announce this year’s winner of Linda S. Carter Award for Excellence in Government: Beverly Kaufman.
